To get toned legs you have to do strengthening exercises. There are tons of books and DVDs out there that can help you decide which ones work for you.

My routine is this:
Squats - (reps of 15, 12, 10, 8) with feet close together, then farther apart.

Squat hops - (reps of 15, 12, 10, 8) same as above (squat hops are same as regular squats, but at the bottom you use your leg muscles to push yourself into the air (hop).

Alternating leg Lunges - (reps 15, 12, 10, 8)
Same side leg lunges - (reps 15, 12, 10, 8)
Alternating lunges w/hold of count to 10 (same sets)

Lunge jumps (16, 12, 10) - get into a lunge position, then jump up in the air while changing the position of your legs.

Alternating Knee lifts (15, 12, 10 - each leg) - standing position, lift knee to waist height, alternate between legs)
Same side knee lifts (15, 12, 10 - each leg) - do 15 on one side, then 15 on the other.

For calves - find a step, push yourself up and down with your toes. Can also do this flat on the floor - recommend you add weights.

This works for me, but I recommend you find what works for you.

I've found pilates to be helpful. It's all about lengthening and strengthening the muscles. And it's kind of relaxing.

Enrolling in a fitness gym + working with a fitness trainer is the BEST thing you can do.
