how do i file a complaont against the city of rancho cordova, i am so tired of the police harassing my (house)

(cont )just this a.m. code enforcement was trying to come in my house, while we were sleeping, we had no 24hr notice, why do they have a key?

you must be doing something wrong, if you are getting a lot of harassment, just say no to it all ,and become a righteous citizen

Contact your local Bar Association. Tell them you need a lawyer to help you with this specific problem. If you can't afford a lawyer, they have something called Pro Bono where they will have a lawyer help you for free.
