If I took my neighbors cat, who is illegally being kept outside 'un-neutered' and went and had the cat fixed, paid for costs, etc. and then returned the cat?

Why don't you just ask them if they have any objection to you fixing their cat. By the way, that is one super gesture on your part

If they have way too many cats it seems to me that fixing one cat isn't going to help much. You need to get Animal Protection involved.

I really think you should find a hobby. Mind your own business. As long as the animals are not being abused, it really isn't any of your concern.
