TELL HIM you actualy asked them recently to borrow money but they told you they cant right now cuz of the bind there in.

If your father called YOU to see if you'd ask the inlaws for some money for him, you should just say "I'm sorry, Dad, but I'm not comfortable with that" or "I'm sorry, Dad, but I know they don't have that kind of money."
If your dad called them himself, then all you can do is stay out of it.

Tell him that is his business and if he wants to know about money concerning your in-laws he must take it up with them.
Stay out of it and pretend you know nothing about it.

I personally would find it quite embarrassing and if he had a problem paying it back, it would also put me in a very awkward position. I would ask him not to do it.
