That might be a useful power for dealing with corrupt politicians and other evil-doers, who have been convicted by a fair trial. They wouldn't need to be jailed, then, because they'd be too small to cause any more harm.
But I wouldn't step on them. I don't believe in capital punishment. If they are small enough to step on, they are no longer dangerous. Being shrunk to the size of a bug is a form of punishment, anyway.
