The power cord is brand new. Any suggestions on how I could fix this problem? I have a Dell Inspiron 5150.

your brick is bad. I have a 5160. why did you change the cord not the brick? or if you replace the whole thing then you mobo may be bad. the connection from your plug to your mobo power could lose connection by it simply wearing out.

I have the same problem with a different brand. Probably there is a cracked or broken connection from the power unit. You will need to find it and solder it back together or replace the power unit (if possible). You may also have luck buying a new battery.
