i mean if they are deleted then how do you get it back. im not asking if its possible im asking how is it possible

Yes, some companies specialise in recovery software.
Not only is it poosible to recover files that have been deleted, it is possible to recover files that heve been overwritten, or from a hard drive that has been reformatted.
Thats because each file leaves a footprint on the magnetic hard drive. That footprint can be picked up and the data restored.

To completely erase any file you use a program like Absolute File Shredder, that overwrites each area of the drive 35 times with a specific pattern of data that erases all memory of the file. Only then is it impossible to recover it.

When a file is deleted, it is not actually removed from your computer. It is does is remove the directory entry that points to where the file was located. All the information is still there, the computer just has not way to find it.

The location of the file is then added to a list the computer keeps of empty spaces on the hard drive. At some point a new file will be saved over the top of the old one. When that happens, it is not longer possible to recover the old file.

Recovery programs work by looking through the empty space on your hard drive and looking the header of any files in the space. If they can find where the deleted file begins, they can recover the file by simple making a new directory entry for it.

If you are concerned about someone recovering a file from your computer, do a search for a "disk wipe" utility. It is a program that will go through all the empty space on your hard drive and write garbage over the top of everything, wiping out an old files.

Theres only 2 ways, thats if you have them on an external memory source i.e.( a flash/jump drive, a CD, or floppy disk)

and the second is if you have a hard drive restoration drive, it restores your computer to a previous state, and even if you delete every file but that program on your computer and run it you'll get em all back, good as new.

(edited) oh yeah i forgot, if you didnt delete them outta the recycle bin then you can right click and press restore and theyll be back

When you delete a file the computer writes it off as freespace. So what ever new you add to it the computer will write on top of the old file. The old file is still intact.

Real Life application: Someone puts crayon on a white wall, when you remove it you notice how you can see it. You can still see ti untill you paint over it. When you paint over it think of it as overwritten.

You will be the one that is still there is not completley gone. It is only forgotten.

if you deleted them using the normal method of click and deletee, then yes there are software out there that can recover data to a certain limit. but once you delet something using an advanced method used by some software it is difficult to recover if not impossible

You can try some softwares but its not guarenteed that you can recover all data you've deleted.

OnTrack is a nice company on that issue.
