It really would depend on the individuals. It sounds exclusive like living together without marriage.

It is as committed a relationship as between any two individuals. The only thing I would say is that in that situation both individuals have made some chooses in the past that lead to a divorce so they both need to be aware that they have documented weaknesses in their relationships skills and need to work hard to improve those areas. If not then the outcome will likely be another divorce.

i am assuming you ask this because both individuals have clearly failed at commitment in the past??? well i don't think that is fair. sometimes people aren't meant to be together, and have whatever problems but that doesn't mean that the second time around that they wont find someone that they are more compatible with.
i also think love is a choice.... it is a response to emotions, but a choice none-the-less, so pretty much they can be as serious as they choose to be in the new relationship.
