I'm finding absolutely nothing on my search. Does anyone know? Where it started, the earliest known birth certificate, how theyve changed, etc etc? Somebody please help me!

million is wrong.
there were birth records long before that. birth records were used in mideval Europe. knights and royalty and persons of wealth would travel around, competing in contests and courting other royalty, and they had to have papers to prove that they were from a royal family.
there were also birth records in lots of indigenous cultures. but they simply went with their owner and were not kept in any sort of filing system until much later.
It became quite needful to record them in the 20th century, when people started getting social security numbers.

What an excellent question!

Let me see what I can come up with, and will get back.

Like you, I came up dry on my searches, and emailed a colleague that works in that department in our state. When he replies, I will re-visit this question.

began with slave owners to keep track of slaves and have paperwork for selling purposes. most people before then kept track of births by writing it in a bible.

I have no idea. I would like to know myself. When you find out, let us all know.
