The term up as exhibited on this earth is defined as a direction away from the center of the earth perpendicular to the surface - 180 degrees out of phase with the force of gravity.

From where you are on the earth (no matter where that is), "up" is a line from the center of the earth to you and extending out to infinity.
Keep in mind that "up" is completely a relative term. It depends on where you are on the earth as above. The earth's axis is tilted about 23 degrees from the plane of our orbit around the sun, so "up" for the earth isn't even it's rotational axis. Our solar system's plane (in which most of the planets orbit) isn't aligned with the plane of our sun's rotation around our galaxy's center, so "up" is relative for our solar system, too. And our galaxy's plane doesn't align with the galaxy's movement among the local group of galaxies (which includes the Andromeda galaxy, among others), so "up" is relative for our galaxy also.

We define local coordinate systems that work for local tasks. But it's all relative :)

the vertical line perpendicular to the sphere is "up" . or imagine an extension of the line from where you are standing to the center of the earth .that line can be found commonly using a plumbob .

Up is always perpendicular to the Earth's core, for whatever vector you're standing at.

up is relative and it is also personal. wherever you are on the face of the earth up will be the opposite direction of which gravity is pulling you.
