I don't really remember if he pais or not, and he doesn't either, he says he thinks he gave the money to another girl and that she gave it to me, but she didn't and I'm quite sure she didn't get the money from him, so I'm paying his part, what would you do?

Get both people together and confront them. It's not fair to yourself to pay for their mix-up. With both together, you can get down to what happened.

Of course they're both going to blame the other because none of them wants to pay. Two choices:
1. Tell them to figure it out between the two of them, and you don't care what the decision comes down to, you want the money on day X. Make an ultimatum. Only the two of them know what really happened to the money.
2. If they still can't reach a conclusion, make the guy pay. After all, it's his responsibility that he gets the money to you. What the hell does he mean with "he doesn't remember whether he paid"? Usually, people remember where their money went. It's not your prob that he doesn't remember. Tell him he's responsible for paying his portion of the present, and you don't care how he does it, you need the money.

Don't avoid conflict by paying for this present. I don't know what sum we're talking about, but it still shouldn't matter since you shouldn't pay for him. If he wants the present to be from him as well, then it's his job to pay you. If you get no pay from him, then it's technically not his gift to give. Be a little more resolute in this matter. Don't succumb to other people's pressure-making. The two of them need to figure out who pays. Your job isn't to decide who owes whom, but to get the money in.
