an Electrical storm involves lightning.
And lightning can travel at the speed of light.
Because it mostly is light.

Thunder is slower and goes at the speed of sound so we hear the thunder later.

an electrical storm is just that. a storm that doesn't shed precipitation, but releases large ammounts of lightning. and if i remember correctly, lightning travels from a positively charged area, to a negatively charged one. and it's not always cloud to ground. there is also what's refered to as super lightning, or sprites. it's massive bolts of electricity, some times ten miles tall, that fan out over the tops of storm clouds.

Here in Australia lightning storms are know as dry lightning which can cause lots and lots of grass fires on impact of a single lightning strike
