It should be encouraged but it is NOT, I repeat, NOT the job of the federal government to engage in such activities. There are plenty of private enterprises who can fund the research and reap the rewards of success. That is the whole point of living in a capitalist society. Government was created for a couple of reasons ONLY: defense and rule of law. There is nothing else the government should be concerned with. Why would you even THINK that it is reasonable to FORCE American taxpayers to fund this sort of research?

The private sector does fine on that on its own. As for "governments" funding research...
