Greetings!

By the numbers,
1) Does engine turn over? if not it is siezed
2) Remove distributor cap and crank engine, does it turn?
No? Broken timing chain/belt
3) Will spraying starting fluid into air intake make the car almost start? No? then check for spark
4) Remove plug wire from #1 plug, on v8 it will be on the radiator side of the driver side.
With insulated pliers, hold the wire near the tip of the plug while someone cranks the car. Look for a spark.
If no spark, check for a coil.
If spark then
5) Clean timing mark at lower pulley at radiator. Disconnect battery and turn pulley with a socket and wrench while placing a screwdriver in the hole of plug #1 When the piston is at its highest point, then the timing should be 12degrees tdc.
If not the reconnect the battery put the spark plug back and loosen the bolt holding down the distributor.
Crank the car and turn the distributor by hand one way or the other to see if the car will start.

Good Luck

Remove

I agree, it sounds like a siezed engine. Check to see if you can turn the engine over by hand. A large 1/2 in drive ratchet and turn the bolt that mounts the crank pulley onto the crank. Take the serpentine belt off first. To make it even easier, i would take out the fron bank of spark plugs too. Then turn. If you can, you need to find out what you're missing, if you cant, you need to replace the enging. Good luck.

There was NO oil in it? Good job! The engine is seized. Unless you want to replace the engine, you are now the proud owner of a 3,000 lb. paperweight. Way to go, Skippy!
