I must say the teacher who dumped this on you has a funny idea of American politics. But nevermind.

The only one that might fail to explain why the president is responsible for being a strong leader would be "the weakness of Congress." Congress is not actually weak. Bungling, self-interested, possibly even corrupt, but not really weak.
