The team plays in Massachusettes. I would assume they include Maine, Rhode Island and New Hampshire as fans. That is why they call themselves New England and not Massachusettes Patriots. Orignially they were known as the Boston Patriots. The team name was from a contest. Originally the team's home field was Boston University' football field( the old Boston Braves Stadium). In March 1971, the Team was renamed the New England Patriots, stemming from a move to Foxbourough(Foxboro) Mass. The move and the name change was to promote stability in the team.

Foxboro, Massachusettes is the home of New England Patriots. In 1970, the Patriots found a place to call home. After getting no help from the city of Boston, the team turned to the town of Foxboro and was greeted with open arms. A referendum to build a 60,000 seat stadium passed overwhelmingly on April 30. Ground was broken on the new stadium on September 23 and was completed less than a year at an estimated cost of $6.7 million.

The stadium in in Foxboro, Mass.

But, they obviously gain a regional influence, and favor from Vermont, Connecticutt, R.I., Maine, etc.

It gives them some sentimental leverage against the NY teams, and Philly to a lesser extent.

Kind of like the Texas Rangers can market to the whole state, not just Houston, ala the Astros.

They are just outside of Boston so instead of just the city like some of the New York teams they chose to represent the whole area, so they settled on New England.
