If a watch has 23 jewels is it valuable? would a watch repairer rob the jewels and close it back up?

The jewels themselves aren't valuable. They are mineral quality, not gem quality, and they are too small to be used for anything outside the watch. Plus, it's quartz and other crystals that are used, not precious stones like a diamond or ruby.
The jewels are attached to the parts inside of the watch to help keep it running, without having to wind it constantly. The more jewels, the longer it will run without any outside help. They keep the flow of current going, and help operate the gears and things inside the watch.

The jewels individually are worthless industrial rubies used as bearings, resistant to wear from moving steel parts.
Originally this would have been a selling point as older movements would have suffered from steel on steel erosion.
Obviously the mention of jewels has a ring of quality and im sure this would also be a factor in enhancing sales.

The crystal quartz is used a lot and what happens is that the crystal is cut to a particular size and it is made to oscillate steadily giving the desired frequency for timing. The voltage that makes the crystal oscillate is injected into the chamber and that sets the crystal to vibrating or oscillating. The watches can use this as a very good reference that is much easier than a strictly mechanical timing. These crystals also are used as a reference frequency for most all electronics, pc's, calculators everything.

I have seen both.
The actual watch mechanics are sometimes more expensive than the jewels, so ask for all the orginal pieces back and if it is just a battery, then sit and watch/wait.

Bcuz that will make the watch more valuable not to mention more attractive and visually pleasing and I think whose ever watch it is will be able to tell if a someone has taken the jewels from the watch
