Some offer partial or full scholarships; maybe some in the oil-rich gulf states afford the opportunity to their own citizens to attain both a masters and a Ph.D for a nominal tuition fee. but I really don't know which ones. Also, I suspect universities in Cuba do something similar.

Switzerland isn't entirely free but if you're accustomed to paying the typical US tuition, then you can think of it as free. I pay about 90 US dollars per semester as an undergraduate, but I'm pretty sure masters students pay the same. I have a reduction though because I am poor. Its normally around 500 US dollars per semester. If you are accepted as a student here, you have the right to work part time too. To be accepted, you normally have to prove you can speak the language, but if you are studying business, a natural science, or economics, I think English is all thats required.

The University of Life is not present in India ! Scotland does free to natives , England does not , used to , but politics now right wing that wanted AV , same system that let hitler in ! Fortunately Condems failed in AV , same system as proportional representation ( sounds like asians in court need lawyer.)
