This is unfortunately a complicated system. What Hollywood types normally do with a good movie idea is 'pitch' the idea to a studio rep. If the studio likes the idea they option the idea (buy it) and apply some money to have it written into a screenplay. You only get to do that if you know someone in the studio system.

The other option is to write the entire screenplay and the send a portion of it to literary agents. If one of them likes it they will sign you with their agency and will take over shopping the complete screenplay out to the studios. If a studio picks it up the agent will get a percentage (10 to 15 percent) of the sale.

With either route you need to be careful and have your idea or completed screenplay copyrighted BEFORE anyone else has the chance to see it. Document the date anytime you allow a studio or agent to see the idea or work.

Sly Stallone did it with his first Rocky movie when he was in his 20's and a complete unknown. He wrote it and they wanted someone else to play Rocky. Stallone wouldn't agree to let them make the movie unless he starred in it. Perhaps you can find a website that you can email him for advice.
