The safest states are acutally in New England and as we all know their taxes are outrageous. I moved from the north to North Carolina. We couldn't believe the cost of housing here! North Carolina is a great state to look into now, because the states larger cities are growing and growing, bringing more jobs and boosting the economy. Our home value has shot up since we moved to Charlotte in January. If you decide on Charlotte, look for a home in the neighboring counties such as Cabarruss (it's home of Concord, NC and the Nascar speedway). It's a safe area and the taxes are way cheap compared to the city yet you're still not that far away. Another place to look into would be the Raleigh/Durham area. I would look into a neighboring area like Cary so you could get cheap taxes but still be close to the city.
The only thing about South Carolina is that there isn't any jobs and their economy isn't booming yet. Not unless you go to commercialized Myrtle Beach. Charleston is a beautiful, beautiful city. I recommned you check that out.
Good Luck and God Bless!

I have a friend who lives in Anchorage, Alaska and says it's really the best of all worlds -- has all the conveniences of a big town but with a small-town feel, clean air, friendly people, low crime rate, and no state income tax once you become a resident (in fact, I think the residents get a share of the revenue from the Alaska pipeline once they have lived there for a certain amount of time). May be worth looking into...
P.S.: Texas also has no state income tax, but do yourself a favor and stay the heck away from Houston -- miserable place. You'd be better off in one of the suburbs between Austin and San Antonio.

Minneapolis, Minnesota has low state and property taxes and is an awesome enviroment. I personally just moved there 6 months ago and I've moved a lot and this has been by far the best state.

Do not go to Texas if your looking for low property taxes. Their property taxes are about the 4th highest in the US. We lived there for a few years and left on account of the outrageous property tax. Houses are way cheaper to buy but when you figure in the taxes...you are not getting a deal.

Hard to wrong with TX or FL. No state tax, I would say FL has better weather. Pick the right town in either and crime is a non-issue.

In the reference section of your library, there should be a book called Places Rated Almanac. It is a great starting point. I have used it for several moves.
