for exhample -i asked for $15 and they filled my car adding $20 over the limit of my credit card. I may be fined a $35 fee. Shouldn't i have gotten the gas for free?

Where do you find a full service station? If indeed you asked for $15 and they filled it, you should only be responsible for what you asked for, assuming the attendant spoke English and understood your request. If he didn't, you still shouldn't be responsible because it isn't your fault they "no hable inglish"

When the bill comes from the credit card, pay only $15 and write them you are refusing to pay the rest, and why. Also tell the manager at the station or the corporate offices if it's a chain that is what you intend to do.

U need to talk to the gas attendent and make it clear next time this happens, too late now.
Gas stations get so busy , it is best to give them cash quick instead of a credit card.

I had a shell station years ago,you should only pay for what you ask for.call the owner or the company who owns the station,they will then charge the cashier who made the mistake,and refund your money GOOD LUCK

you should of brought it to the attention of the manager and asked him for the reimbursment
