I am literally changing one or the other, every 15 days or so, around the house. It seem to happen not only in one place but randomly every where in the house. I noticed some just burn out with sizzling sound with flashing light. Could there be some problem with Voltage in the house?

Replace your 120v bulbs with 130v bulbs(130 Volt Not Watt), Yes allot of power companies have power spikes it's totally normal and safe just bad for the folks having to buy light bulbs all the time.

If the charging voltage is basically a pair of million to 2 volts above battery voltage that's approximately ok yet while it is going above say 3 or greater above battery then the utmost wattage bulbs stands out as the 1st to bypass stable success

This a common problem when the neutral conductor has become loose. if it is throughout the house the connection need to be checked in the panel, meter base, at the point of connection at the house and any other connection all the way back to the utilities transformer. the neutral is used to balance the voltage on each leg feeding power. all though you have two 120V legs coming in a loose neutral will allow the voltage to go up on one leg and down on another. this kind of problem can damage electronics and appliances. So get it checked out!

Check the grounding wire on the outside of your house.It's usually located there.It sounds like the wire has broken.I had this happen to a friend of mine a few years ago.His lights blew out in his kitchen anytime he used one of his appliances.It turned out to be a broken wire to the ground. I'd call a qualified electrician before you aren't so lucky with just lights burning out. This can cause a house fire. Good luck!

there is DEFINITLY a problem with your house wiring.if it was just one or two fixtures,i would say just replace the fixures.in this case your light bulbs are telling you something is wrong. it could be just one line bad or worse. CALL AN ELECTRICIAN. good luck
