I've been told that college transcripts follow you everywhere. But I have a horrible GPA and I won't qualify for finacial aid when I reapply to another school. So can I just not submit my transcripts and start over?

You would be starting over from scratch. Any college credit you earned would be thrown away and you'd have to take the class over again. If you're going to pay your own way, you're going to be wasting your time and money.

Apart from that, since your grades were bad in the past, how certain are you that they won't be bad in the future? I'd dread the idea of taking Algebra and Trig again just to fulfill my match requirement.

You can only start fresh if you don't put down on your application that you've attended any other colleges, and don't make it known that you've been to another college.
I've done this. It's not hard to do, you'll just have to make sure that you don't tell anyone. Personally, I went back to the college I screwed up at and retook the classes, because the other college found out from an earlier transcript request. It was a BIG mess.

For most (if not all) colleges, that would be fraud and you could be tossed out if found out.

So far as I know FAFSA is not related to GPA but to need.

Can you attend your local community college for a while to try to pull up that GPA?

you would have to start over from scratch without any of the things you too previously counting. furthermore, the new school you apply to will probably find out you went elsewhere because of the way the application system works. sorry
