my question is how do you grab it in the first place but apart from that......

Since a cloud is made up of lots of small droplets of condensed water (or, in the case of some clouds, the condensed water freezes into ice crystals), if you were able to "shake" the cloud (get the water droplets moving around randomly) they would collide and form larger water drops. These drops should then eventually become heavy enough to drop from the sky as rain.

She probably imagines a cloud is fluffy, like in pictures, but can't imagine how it can be full of water.
You could explain to her it's not fluffy, but is just like fog, so you can't move it about. An excellent way to demonstrate this is to walk up a mountain with a cloud at the top. Bit much for a 3 year old, though!
Otherwise, since she's 3, you could always just have a fight with cotton wool balls soaked in water....

You can't grab it, because it's water vapor...You can't grab a compound (water) that is in the form of a gas. WATER VAPOR cannot be contained by human hands. It's impossible to shake a cloud. However, if you were to put your hand in a cloud, water would condense on your hand and you would have little water droplets on your hand. HOpe this helps

If you could grab a cloud (Don't actually know if you can would love to know Very interesting) but I think then it would rain as if the cloud is heavy enough all it would take is a dust particle to make it rain

No.A small cloud weighs 551 tons and is made out of water vapor
but you can seed the clouds and it will rain but this only works with
possible rain clouds.

No. Clouds rain when the water becomes dense. Shaking them wouldn't do anything but move the steam around.

first of all ant can't there is spell check you know but the answer is no can not actually grab a cloud because it is made up of water droplets and is not a solid its a gas when it rains the water comes together and gets heaver and condenses then it rains.

No.... You have to ask God to shake it for you. He might say "I don't feel like dancing at the moment." tho. Or He might intimate that if He did so, a lot of good people will get wet and sadly some bad ones. Not that them getting wet is bad, you understand.

You could try telling the child that God loves him/her more than anyone on this Earth will ever understand.
