If you are in a university setting, there may be no way to get access to an 'unfiltered' Internet connection. The only way you get an Internet connection is very likely through your Proxy Server setting in Internet Explorer (or whatever browser you're using). And using their Proxy Server, they have complete control on what websites you have access to and what types of Internet 'items' you can use.

For the most part the internet is unfiltered. If the parental controls
have been set on your P.C., then go Control Panel, find parental
controls probably in "settings" and deactivate them.
