You have a vent pipe that carries septic gases to the roof, and when the wind blows across this pipe it creates a vacuum and moves the water. If this wind was strong enough it would vacuum the water right out of your toilet. This is the same way a vacuum cleaner works. As an example: Use a straw, and place some small pieces of paper near one end of the straw, and blow air across the other end of the straw. It should suck the pieces of paper up into the straw. The vent going to your roof serves two purposes. One: To let the gases out of the pipes so your house don't stink. Two: To allow the water that flows down (when you flush) to not have an air lock. Just like a gasoline can that has a spout and a vent. The fluid will pour out of the can, but will chug as you pour. When you open the vent on the can it pours out freely. That is just one of liefs little mysteries. For fun: Did you notice that water goes in a circle when you pull the plug out of the bath tub. It always goes in the same direction. If you go to the south part of the earth below the equator, the water spins in the opposite direction. Now that's a mind teaser, hu?
I'm glad I could answer your question. Good Luck!!!

If you go outside and look at the top of your roof you will notice ABS plastic pipes sticking up. Those are plumbing vents and when air passes over them it creates low pressure that causes the water to move in your toilet bowl.

The water in your toilet moves because the water is trapped in a bend in the plumbing of your toilet, this keeps sewer gases from coming in to the house , There is a pipe that goes in the wall behind your toilet that goes to the roof, you toilet is tied it that to vent the gas , when the wind blows it causes a change in pressure in the pipe , causing the water to move.
