Venture capitalists are not interested in collateral. They are interested in companies that can go public (or be sold to a large established company like Microsoft or IBM) within three to seven years from the date of investment. What that means for you is that a single person (wheter they are a foreigner or not) is of no interest to a venture capitalist; you must have at least a management team and a business plan.
