Since your brother is still in prison, he should work with the prison resources and the department of parole to find an employer who is willing to give an ex-con a chance. His criminal history is going to make a lot of potential employers turn him down; that's completely legal considering the violent nature of his offense. But many employers are willing to work with ex-cons, either because they have had positive experiences in the past (guys who really want to turn their lives around work pretty hard) or because they are getting some sort of benefit from the State (tax breaks, relaxed licensing restrictions, etc).
