You'll need to know how to program, since "hacking" is, by definition, programming. See the wikipedia article listed below.
Assembly is the most l33t but C# , C++, Perl and Java are also widely used. Most 4-year institutions or trade schools should offer courses.
Of course, you could just use pre-made trojans and "progs" like little AOL script kiddies, but that's more just "being an idiot" and not really hacking.
