If he went 56 miles an hour he would get there in 1 hour, so if he wants to go 1/2 that far, he would go the same speed and get there in 30minutes. Answer is 56 mph.

You measure speed in miles per hour. "Per" always means "divided by" in math. So you'd find the speed by taking miles divided by hours.

Here you've got 28 miles and 0.5 hours (30 minutes), so you take 28/.5 = 56 mph.

... By the way, to be sure he's on time, he'd probably do better to go just a bit faster than that.

56 mph. That means he can drive 56 miles in one hour. if you halve that then you get 28 miles in 30 minutes

If he travels at 28mph, he'll get there in one hour, so he needs to go twice as fast, or 56mph, to get there in 30min.
