I checked the TM CASE in my bag and the HM Cut isn't there. Just my TMs (like Water Pulse, Roar, Attract, etc...). I also checked all my Pokemons and the only ability I could use outside battle is Abra's (or Kadabra's) Teleport. Can you tell me what I'm missing or doing wrong? Thanks!

You need to go to the SS Anne in Vermilion City. Its located in the south and you get the ticket from Bill in northern cerulean. On the s.S. Anne after you battle Gary from heading west after entering and traveling along you'll battle Gary. Proceed North and you'll help the Cut master and he'll give you cut as a reward.

glitch roc's right u have to get cut from the captain on the s.s anne which is located in vermillion city and if u have your bike ride back the fast way instead of walking.
