Almost never. I have owned cars that I never honked the horn. The only reason would be to alert someone of impending disaster who has not already noticed it.

I do what guys do when they drive by girls in bathing suits or sexy clothing. Then I wave at them.
It's more of a happy honk to get attention, not an angry blast.
