Its a combination of both. The speed of an engine is directly related to the amount of air that it gets. It a matter of design of both components to make the air flow faster and to make the supply of their more plentiful. The combination of both devices work in harmony with one and other. The better your combination the faster the car will go. If you removed the tube and the filter, the car would go a little faster but if you added a tube that was the right length, material, and diameter and then installed a filter that best complemented the tube you would greatly increase the performance.

The tube. The tube makes the engine take air from a cooler part of the engine bay. This is especially the case with "cold-air intakes" because they take air way far away from the engine. Short ram intakes don't go away as far, but they're easier to install, and the cold-air intake isn't good for driving in high water because you can flood your engine. Both do the same thing, but the cold-air intake does it better.

The filter still has something to do with it, though. K&N makes filters that it claims increase the horsepower. And they don't even come with tubes, these are just ones that you replace your stock filter with. They're not as good as short ram or cold air intakes

everything from the previous answer is right, but also the straighter the intake pipe the better. 90 degree or 40 degree bends are worse than a straight path for air intake.
