I do it cuz I'm nosey as hell lol
but do offer help if I can help and not be in the way.
Would NEVER follow a fire truck or ambulance unless someone I knew was in there and I needed to be at the hospital with them

However I don't slow down or stop unless flagged down by someone needing help or the idiot in the car in front of mine slows. Then I start blowing like an idiot.

Morbid curiousity is probably a large part of it. Another reason could be that people see stuff like that and they are so glad it didn't happen to them. It's horrible, but they are drawn to it anyway.
