Ask the doctor or his nurse why. There may be some sort of a problem or other concern. Some times it isn't necessary to offer water if they are taking in plenty of fluids when taking a formula bottle or breast milk.

Newborns (actually, babies under 6 mos old) DO NOT need water. This is per the AAP.

Water fills their bellies up with "empty calories" and they don't take as much breastmilk or formula. They need the calories and energy that breastmilk and formula provide to grow. They are trying to double their birthweight by 6 mos and giving water may interfere in that goal. It can even lead to weight loss.

Giving a breastfed baby water supplements can cause baby to take less breastmilk and then in turn jeapordize mom's milk supply.

Breastmilk and formula are mostly water. They provide all the fluids that baby needs.

Giving too much water can actually be dangerous! It can lead to a condition known as "water intoxication."

Newborns need breastmilk or formula every two hours, if they drink water they will get full of water and not take as much breastmilk or formula and wont get all the food that they need. Water lacks nutrients so you dont want a baby drinking that. Babies live off a liquid diet, so there is no need for water when they are so small.

no water needed anymore. Breastmilk or Formula provides the hydration that a baby needs.

My doctor told me not to give my daughter water but I did. She had this white cheese cake like stuff on her tounge so my mother said it was because she needed water and as soon as I gave her some it cleared up. Now my daughter is a healthy 17 month old.

if the baby is being nursed, he gets his water requirements through the breast milk, for formula fed babies, water is in the formula. You do not need to supplement because their daily requirements are met.
