It is getting a little too late to apply crabgrass killer to your lawn. The best time is in early spring (around march or April) You want to apply it before it begins to grow since it stops the seed from germinating. (Liquid forms are available that kill the already growing crabgrass, but are not as affective unless the crabgrass is very young)
Remember, crabgrass is very difficult to kill since the seed may lay dormant for up to a few years. The granulars should be applied for at least three years in a row.

It doesn't matter what the definition of "weed" is here (some people think "weed" is something you smoke), but what the contract says. If your contract says that eradicating crab grass will cost more, then they have the right to charge you. That's just how businessmen operate: there will always be exceptions. But I also think that is cowscat. I think this is their way of getting more money out of you. Do you really have crab grass? Did you check your lawn? Use a pre-emergent herbicide in the spring to get rid of the viable seeds. But, to be honest, I'd fire your landscaper and get one that does the job right the first time. If you are paying to fertilize and de-weed your lawn, you expect a quality job. Make sure you read the contract completely.

You don't need to apply crab grass killer. Crab grass dies in the winter. The seeds are what remains. So, come spring they germinate. What you need to do now is plant grass seed in your bare spots now so it becomes established before spring. In the spring you apply a crab grass preventor. This will keep new crab grass from germinating.

Don't apply it in autumn or winter. It won't be very effective.

Crabgrass is easy to control in both turfgrass and ornamental beds with herbicides that are applied before it germinates (preemergent herbicides) or after it germinates (postemergent herbicides). Read the label to make sure the product can be used on your turf type and around the ornamentals in your landscape.
