Does Vygotsky believe that the child's mind has any innate qualities? Or is the child just a blank slate for Vygotksy? Please state your source.

I don't exactly understand your question. But John Locke came up with the idea of children being tabula rasa, meaning blank slate. He meant that children are products of their environment. They are taught reactions and ideas. He believed that there was no innate responses in babies. I hope this helps.
