Under the Articles of Confederation or the Constitution? I believe there were 7 presidents under the Articles of Confederation before George Washington. Actually there were 10. Samuel Huntington was first.

The first President of the Congress of the United States was Samuel Huntington. This is the office that was later held by John Hanson, and upon which his claim to be the first President of the United States is based. But Hanson was not first, Huntington and Thomas McKean held the position before him.
Also, the office of President of the Congress was not the same office as President of the United States under the Constitution. They are totally different offices. President of the Congress was a legislative office, much like today's Speaker of the House. Since there was no executive branch under the Articles of Confederation, there was no office prior to 1789 that would have been the equivalent of the Constitutional Presidency.

Depends. Post Constitution America? George Washington. But since most folks trace the U.S. back to before 1787, when the Constitution was written, historians would say John Hanson, who was the First President of the American Congress, back when we were more of a Confederacy.
