It's the official rules of how to run a meeting. I have never seen them written out; it's just something people who are into organizations seem to know. But you might look it up on wikipedia.

It's a book, to be sure.

You've seen the procedure in congress and the senate. The whole "I move this meeting come to a close." "I second the motion." "All in favor say "aye".

It's a sane way to run a very large meeting. I had to learn it to run Council meetings when I was the Chair.
