There's three main things you can use:
- Flour and water
- Flour, water and a bit of PVA glue (the white "art" glue)
- Wallpaper paste
If you've got young children (say, under 8 years old) it's probably safer to use the flour and water mix as it's non-toxic. The addition of the PVA glue makes it a bit stickier.
However, if you have older children, go for the wallpaper paste, as it gives the best results.

You can go to a craft store and purchase paper mache powder. I have always had good luck with just Elmer's glue and water. Get a bowl, mix some water and glue together.

hi flour & water make a paste which will glue the paper when dry you can paint & varnish .

As far as I know you need flour water & some thing like plaster (as in something to make it set hard)

Note wallpaper paste contains fungicide. Try something similar like Scola Cell.
