I want to put an electric fan on my car. It's an 83 cutlass. I heard that it can add 15 to 20 horsepower when your done. So my question is it worth it and is it true?

Yes.The typical mechanical fan robs power from the engine, called parasitic drag.If you can relieve this drag there will be less stress on the engine and you will save Hp. Not quite sure if you'll notice a difference but it can't hurt.

Chances are that you have a clutch type cooling fan, which will only kick in when the engine is hot enough to need it. When going down the interstate, it lets it freewheel, and doesn't really draw that much extra power. You may gain a little bit of power that it does draw, but remember that even an electric fan takes power to draw, it just will be coming from the alternator instead of the water pump pulley.

it will help add a few horses 10 to 15 maybe. but electric aftermarket fans do not col as well as the stock fan and can go out at any time. most people that i know that have switched to them have had nothing but trouble and switch back.

No, and no. You have a 23 year old vehicle. Nothing will help much.

(By the way, it's called a blower or super charger, not an electric fan)
