I've put roofs on for companies in temperatures as low as 20 degrees Fahrenheit. There may be a problem with some shingles not sticking. If they blow up and tear off, you would need to replace them, but I can't remember having a significant amount to replace. I guess it depends on how strong the winds are where you live (I live in the Niagara Peninsula). Sometimes you notice them blowing up before they are torn off, and all I did then was glue them down with plastic cement, which you should be able to get from a retail roofing outlet or any store that sells building material. Even when its cold they may stick if there's a clear sky and the sun is shining on the roof. Sometimes I've notice that there is a border of frost or snow around the edges of the roof, and the rest is dry. I gathered from this that there was poor insulation in the house, so the frost melted only where the heat from inside can get at the roof easiest (not where there are overhangs). I'm sure you'd rather your house was well insulated, but if it isn't this could work in your favour for the purpose of roofing.

Shingles have a tar strip along the top edge. This tar strip helps to seal the shingles from moisture intrusion and protect them during high winds. The heat of the sun is what melts the tar, and can take a few weeks in temperatures above 70degrees.

Your roofer could possibly use a torch-down technique to seal the shingles due to your low temeratures.

Another thing to consider is changing from shingles to metal roofing. Low-end metal roofs are priced about the same as quality shingle roofs.

It is not too late to have a new roof put on in Indiana, other places are 20-30 all year.
