I already have a bachelor's degree in English but want to become an elementary teacher. I have two education programs to choose from.

The first is another bachelor's degree in elementary education. The second is a master's of arts in teaching (accelerated program), which is aimed specifically for people without education backgrounds who want to get certified to teach. I do not qualify for the alternative route to education programs.

Which would be more beneficial in the end?

You can get your elementary certification through either program. You would be better off doing an MAT for elementary certification since it will help you start at a higher pay level. Also, many states require you to complete a masters after a number of years so you might as well do it now.
Another advantage of the MAT is that most of them are designed for working adults and offer many night courses so you can continue to work until you get near to the student teaching experience.

The second Bachelors helps you to teach in High School where you can teach from the two subjects you have degrees in.

The Masters help you eventually get into Education Administration.

Both are useful. I would get the second Bachelors and later while you are working, go for the Masters. Then you have POWER to advance in education.

In most cases teachers are paid based on education and experience. A master's degree will almost always pay more than a bachelor's degree, so I'd advise you to go that route.

Go for the Masters. You don't want to work backwards. You will start at a higher rate of pay.
