Hepa filters are usually designed to be replaced to ensure maximum efficency. If this is for an air cleaner, an electrostatic machine uses plates which can be washed and replaced. A standard type dust filter is used in conjunction.

You must have this replaced. The design does not allow for cleaning of these type of disposable filters.

Depends on what kind you have, some are washable, others have to be replaced, my vacuum has replacable ones and I blow them out with a air hose to make them last longer.
