Impeachment can only happen if Congress acts to impeach. It's in the Constitution. So, you need to lobby your representatives in Congress, for one thing. You can also agitate by writing letters to your newspaper or by starting or joining a group whose purpose is to agitate for the impeachment of the president.
You could also run for Congress yourself.

Only the U.S. House of Representatives can impeach a President. It takes a simple majority (over 50%) to impeach. From there, it will go to the Senate, where they need a 2/3 majority vote to convict. Then the President will be out of office.
The Democrats have enough votes by themselves to impeach the President, but they do not have enough votes in the Senate to convict. If you really want to have the President impeached and removed (leaving Cheney in charge), you will need to have some very good evidence, enough to convince enough Republican Senators to convict.
Do you have that kind of evidence? I didn't think so.

An average Joe doesn't. An average Joe can write to their Congressmen/women to state their position, but Congress is the body that has to take action.

by working with you representative in the house, and working with your senator to make sure that once impeached, the senate convicts.
I think you should worry more about impeaching judges than a president though.....judges serve for life.

I don't think Joe Citizen has the ability to do that. You could try to start and develop a large group of people to lobby the government, but even then there is no real reason that you could not be ignored.

The first hurdle you have to pass is demonstrating that a crime actually occurred.
This seems to be something that the Bush-bashers seem to forget. (And your attitude that you feel that actually breaking the law is not necessary if you disagree with them politically reminds me of Stalin.)
