Yes, it is a proper noun. Always capitalize it.

I think we should ask Al Gore......let the inventor of the internet decide.

I would lean slightly towards not capitalizing - it's become more of a common, almost generic name for the world wide web and not so much a proper name.

On the other hand, as I finished typing this reply, I clicked the "check spelling" button and it recommended capitalization.

According to the Yahoo spell checker it should, but according to dictionary.com it can be either way - I'm more inclined to trust dictionary.com. Personally, I don't capitalise it as I don't consider it a proper noun - no more than I would capitalise "banana" or "shoe".
