Yes but at the moment it would be slow.
One way to do this would be to use NV (Non Volatile) Ram. This is memory which does not loose its info when turned off.
FLASH is a fast version of NVram but it still has very slow access times compared to DRAM (Dynamic RAM).
You could use battery backed ram but you need special hardware to make DRAM work with battery backup.
So basically when you turn it on it would not have to load anything as it is already there in memory.
So if you want to be able to turn your computer off without having to re-open all those apps. Don't close them and use Hybernate mode.

Get a Pentium 4 - 3.3Ghz
And use only DOS for your OS.
Garanteed to be ready for you at the flick of the switch.
Now... How fast can you type?
