I think you'll find if the 416 is actually a rover engine, called the K series!
My mum used to have a 416 manual, and the mpg was good, hitting 40mpg often. It could be that your right foot is a little heavy? Put your foot right down and watch the petrol gauge drop mate. I don't mean to sound patronising, but I found over 70mph the car guzzles, it's really annoying actually!
Try taking it in for a service, top up the levels etc and see how you get on there. As I say, I haven't had experience with the automatic, but I can't see it being too much worse than the manual, and by the way, my ol' man drives an Mg zs 2.5 v6 and even that gets about 30mpg so yours isn't right! Hope this helps :-)

we had a rover 416i it was N reg i think that was 96 fuel economy was ok nothing special but the car had loads of other problems in 26 months it had 2 catalitic converters and in 4000 miles it had 2 head gaskets as well as a catalog of other problems that resulted in it been back in the garage every 3 weeks without fail.
We drive rover 800s at work and they have many electrical problems
Sorry I dont rate rovers at all much better off with a vauxhall or ford

i had a 416sli, it wasn't the most economical car and had loads of torque steer - the chassis/suspension couldn't handle the power (which was quite good from a 1600i). Yours being auto won't help either as they always rev slightly higher before changing up. Like someone else said check the mileage is correct (old MOT's etc).
incidently i now have a rover 600ti (2.0 turbo - 200bhp- and the fuel economy is crap on that as well!)

I owned a 1996 Rover 420si. It was very comfortable and mileage was pretty good at first approx 30mpg but as the years went by this all changed. I started getting closer to 20-25mpg. If you don't service the car often or look after it they do get worse.. I sold mine for peanuts.
My advice sell the car and by a Toyota or Japanese brand. Easy to drive, comfortable, very good economy/mileage and hold their value.
Good Luck
