At the end of the first four weeks the heart starts to develop. Fetal heart rate can be heard at 10 weeks. Between 26 to 28 weeks the fetus is developing its brain.

the brain forms first. it is one of the first organs to form in the fetus. The spinal cord begins to develop at only a few days. its called the neural tube. then it seperates into 3 parts, then 5 parts, and those parts form the brain. the heart only starts beating at 5 weeks.

The heart is apparent at day 22 after fertilization of the egg by the sperm. At week 6 the brain waves can be detected.

Bioligically, the heart is needed first to pump blood and supply nourishment to the other developing organs (including the brain).
Now if you ask, "which came first, the chicken or the egg(?)", well, that can be a bit more difficult.

i'm not a doctor nor a nurse but to tell you technically, first sensing from the doctor is the heart beat of the baby.
don't you know that heart beating of the child can be seen at mother's neck. try it and observed with a couple of a minute.
