GMT = Greenwich Mean Time?

"Greenwich Mean Time" (GMT) is a term originally referring to mean solar time at the Royal Observatory, Greenwich in England. Pacific time is GMT -08:00

12:00pm in PST would be 12:00pm, but it would be 20:00 military or 8:00pm at GMT which I be 8:00pm GMT.

You do not add or subtract for daylight savings time.
